child custody of 16 yrs. old
I am the custodial father and want to sign over my rights to the biological mother - can I just go before a judge if we both sign or do I have to hire an attorney?

If you are talking about modifying the custody terms of an existing Court Order, then I would strongly suggest that you hire an attorney. Although you have the right to try to accomplish this "pro se", that is without an attorney, I think that there are many reasons why it would be best to spend a modest amount of money to obtain the professional services of an attorney who is experienced with this type of case.
