if a child is forced to change schools multiple times and wishes to live with their other parent to stay at one school is it possible if that parent only has joint legal custody

If there are substantial and continueing chamges in circumstances that make the terms of the existing Judgment unfair and it is in the best interest of the child, the Court may grant a Modification. BUt, your question only refers to "legal custody" and does not mention whta the terms regarding "physical custody" of the child are in the existing Judgmet. Those are the terms is sounds like you would like the Court to change.I would suggest that you consult with an attorney.
