Legal Question in Family Law in Missouri

If a child is taken to a nother state by a parent who is not legal gaurdian, does the legal gaurdian or other parent have the right to go get said child.

Are you the legal guardian as appointed by a probate Court? How did the parent get custody of the child to remove the child from the child's residence? Does the parent who removed the child have any rights whatsoever? What do the Court documents say?
