Can I legally refuse my ex-husband his visitation rights to our 1 year old, since he is refusing to pay the child support and alimony that was ordered by the court 9 months ago?

No. His failing to follow the court order does not legally excuse you from doing so. If you need help getting the original court order enforced, you might consider filing a Motion for Contempt.
