How do we get child support lowered if a child is now 21 and has lived on her own for 3 years?

Hire a lawyer and present a motion to the court to modify the support agreement that is in place.

I do not believe you want to lower the child support. I believe that you want to have the child support obligation terminated. Many circuit court clerks now provide forms for you to fill out and file on your own if you choose to do so. Or, you can hire an attorney if you prefer.
