Legal Question in Family Law in Missouri

I am a grandparent raising my granddaughter, she has 2 brothers living with other grandma, we all live in Missouri, the daddy has moved to Florida, and other grandma wants to send the boys there to live, is it legal to leave the state?

Unless there is a court order stating otherwise, I see no basis for denial of parentage because father has moved to another state. We all love Missouri, but is not illegal to move to Florida.
