My husband pays child support for his daughter, provides health ins. and spilts half medical costs. She lives w/her mother and is a senior in high school. Who pays for college and decides which college?

No one is required to do so unless it is included in a court order. Of course either parent can go back to court and seek a court order regarding college expenses.
