Legal Question in Family Law in Missouri

If there is a court order for the father to have his children the 1st, 3rd, 5th weekend of the month, and the mother refuses to let him have them, because she is suppose to get those children on Labor Day: and not Labor Day weekend, what could be done about this. She was already told that she was breaking the law, she is a flight risk, and she isn't abiding by any of the court order; another trail date for custody is in five more months, there is joint custody as to-date and she has not followed the orders from this paper...THe attorney says it would cost more to take her to court and just wait until the court date in five months..Why can't she be arrested for not following the judges orders?
