custody rights

Recently i have gotten married. My husband lives outside the USA. My ex will not agree to having my boys in the summer and them with me during school. I do have sole custody but want to make this legal. How do i go about this

Your question implies that there is a Family Court Judgement which gives you custody of your children, but you do not tell us what rights of visitation or temporary custody your ex has with the children. You may need to file a Motion to Modify any existing Court Order if you want to change the terms of physical custody, it is difficult to say with only the facts you have provided. If you are talking about relocating to be with your current husbadn and taking yor children with you, then there is a Relocation Statute that you will need to comply with before you make any move. Please consult with an attorney in your area.
