Legal Question in Family Law in Missouri

My daughter had a baby but was never married to the father. A paternity test was done and she filed for child support. Now, he has contacted her and wants to sign papers to terminate his parental right so he does not have to pay child support. Can he do that in Missouri?

No, in the sense that he can not terminate his parental rights because he does not want to pay child support. Imagine how many men would do so if that was the case.
