Daughter and chidren

I have a daughter located in a small town of Plesant Hope Mo and her husband is mentally abusing her, not let her have access to money, not letting her go anywhere, will not leave the children with due to he fears she will leave with them. she has two children under age of 3. She wants to leave and come see her parents for awhile.

Question: can she leave with the children and come visit her maternal parents without fearing a kidnaping charge or must she inform the husband first and he must give consent?

Unless there's a valid court order requiring otherwise, the mother is free to leave with the children any time she pleases and without anyone's permission.
