Legal Question in Family Law in Missouri

My daughter is 11 and will be 12 in May. She is not wanting to go to her dads every other weekend, he does not allow her to go to her extra curricular activities and she misses out. So, my question is how old does she need to be before she can decide when to go over there? We live in Missouri and he lives out of state in Kansas.
