Legal Question in Family Law in Missouri

My daughters father who is on the birth certificate and does paid child support sporadically, does not see her and there is no custody order for him to see her. We were never married and she does not want to see him as he is not a good father you can never find him and is currently doing drugs. She wants to change her name to my new last name as I got married last year and he will not sign over his rights to her out of spite. I am in the Springfield metro area in Missouri I would like some help and ideas on how to get this accomplished. Thank you

As your Springfield attorney will tell you, you can petition for the name change. You'll have to have the father served. If your husband usnt trying to adopt her, it might alter the process.
