my divorce was final over a year ago. the divorce decree said i had to put my house up for sale, which it has been. it also states that after one year ( on january 18th) that the court will appoint a master to sell house. i dont understand what this means. does this mean that my house will be taken over by the court? that the house will be sold for whats owed only?

Generally, having a master appointed does mean that the court will in effect take over the sale of yrou house. It will be sold for what it can get, (perhaps more than what is owed, perhaps less) so that you and your ex may owe on a house you no longer own, or have t opay off the mortgage as part of the sale. Of course, to short sell, the lender or note holder would have to go along. You may be able to prevent this by a timely Motion to amend the Court's Order.
