I don't know where to locate my husband. He left about 3 years ago, and I want a divorce. I was told that if I put an ad in the paper looking for him and got no response, the state of Missouri would pay for my divorce. Is there any truth to this?

No. Why should the State pay for your divorce? If the Missouri Court has jurisdiction, and you are unable to have your husband served due to not being able to find him, then you can obtain service by publication and the Court can grant a divorce. The Judge would not be able to order your husband to pay maintenance or child support or attorney's fees or costs. You pay your attorney and all costs incurred.
