If a family member is refusing to give me my mothers car as she has left it to me in her will ,what rights do I have ?

Has the Will been filed with the Probate Court? If not, it should be, and the Personal Representative can be Ordered by the court to make the specific bequests included in the Will. I would strongly suggest that you contact an attorney in the county where you live to seek legal representation.
