With the father being the custodial parent Living in Missouri for one year, and the mother being the non-custodial parent station in Yuma Arizona as a marine, can a hearing to modify custody be held in North Carolina where the custody papers were first drawn up?

No, Missouri is now the home state under the UCCJEA. (Uniform Child Custody and Jurisdiction Enforcement Act)
