can a father sign away his parental rights if there is not someone else to adopt the child

One can give up their rights, but not their financial responsibility. If the child is adopted, the court can relieve the father of the duty you provide support.

Not usually. A court will not "bastardize" a child unless there is another man willing to stand into that position. There are some rare exceptions but 99.9% of the time, no.
