Legal Question in Family Law in Missouri

So on February 27 I requested Missouri Child Support Division to review my amount for modification. On March 19, the mother filed motion for contempt and modification of custody (stated that not looking to modify support amount). So Division takes their usual sweet time, then beginning of week tell me they are going to giver her a couple more weeks to possibly respond because their mail system messed up. I argue that not fair to me (meanwhile they are threatening to pull my license if I do not agree to an agreement and the amount of the agreement is more then the amount that the modification will make support (including arrearage amounts). They finally come back and say, your right, we will go ahead an place in motion if she does not protest as of due date (today). At 4:30 today they call and say she did not respond but they now can not proceed because of the court case. I'm like what the??? Advise them that clearly in their pleading that they are not looking themselves to modify support amount as an action. But Division just keeps looking at the court docket notes and not looking at actual facts as I see it. At a loss.
