Legal Question in Family Law in Missouri

We are foster parents and have had a baby for almost a year and got her when she was 3 and a half weeks old. The case goal was changed to TPR and we have about 5 months until that is finalized. In the past couple months a great aunt has come in saying she wants the baby and the CD is saying they have to give baby to relatives according to policy. In the law I am reading it says relatives are considered those in the 3rd degree which a great aunt is not. Am I correct in how I am reading it and is there anything I can do? Right now they are taking steps to move baby to this great aunt which is NOT a good plan.
