Can a French citizen who lives in Brussels who has no knowledge of either the Petitioner or Respondent be deposed in a Missouri custody case?

Theoretically, such a person could be deposed. But, the costs to the party trying to overcome the persons objections would be lge ( air fare, hotel, meals, childcare, lost wages, etc) and could be tens of thousands, not to mention the legal fees of fighting the objections in Missouri and France.
