Full custody

Is full custody the same as sole custody-meaning the parent with full custody makes all decisions in rearing of the children?

I do not know from your question where you have heard the term "full custody". However, I can tell you generally that sole legal custody gives one parent the right to make all parenting decisions. Joint legal custody requires both parents to agree on all parenting decisions, and usually provides for mediation or arbitration of any issues upon which the parents can not agree.
