My granddaughter's mom has asked my son to give up his rights which he has declined. What right do I have as a grandparent to the child?

If rt parents were married and are going through a Dissolution of Marriage, you may be able to intervene in that case as a party and obtain a Court Order for some rights in regard to the child. If bothy parents are unfit, anable or unwilling to raise the child, you mgiht use a different statute to try to obtain custody of the child. If your son doe have legal rights to the child and either parent has denied you access to the child for more than ninety days, you might be able to take legal action. In any event it is a complicated area of law and you should definitely consult with and hire an attorney to help you.
