Legal Question in Family Law in Missouri

My granddaughter's parents are both fleeing felony warrants. The mother who neglects her child and my granddaughter have lived with me for the child's entire life. I want to gain temporary guardianship before her felon warrant is served. Do the parent's have to sign, also. We live in Missouri
