Does the Grandparent have to also give consent to adoption if the mother of the baby is under age?

This is question that probably has never been tested to an appellate court, because it does not occur in the real world. The genreal answer is that the grandparents do not have to give permission. But, unless they are unfit, most agencies give the mother's (and often the father's) family an opportunity to adopt the child, before placing the child for adoption with a non-relative. So, if the mother and father do not want the child, then their parents usually get notice and an opportunity to adopt the child. It is unlclear whether either side would have veto power to prevent the parents from placing the child for adoption, if they do not wish to adopt the child themselves.
