How do you get Grandparents rights in MO, and who would have to pay for the attorney fees

If there is a Dissolution of Marriage pending, then a grandparent can file a Motion to Intervene and the Judge might allow the grandparent to enter the litigation as a party so that the Judge an enter a Court Order granting the grandparent certain rights. Also, if one of parents denies te grandparent visitation for a certain period o time, the grandparent might be able to obtain a court order.
