If there is not another man petitioning or trying to be listed as the father, it can be very dificult, if not impossible to do without the cooperation of the man whose name is on the birth certificate. If the mother was married at the time she gave birth, and the man listed is not her husband, it might be easier to do. But, otherwise, it can be very hard to do what you propose.
