I have joint custody with my ex wife in MO. She wants to move our kids to Vegas. Can she just pull them out of school & move?

In order to relocate out of state, the custodial parent must give written notice at least thirty days prior to the proposed move. In some case sthat perio dis sixty days. If she fails to give notice, you can use it to possilby reverse the custody order. If she gives you notice of her new Nevada Address, and you do not object in time, she can move. If she gives you notice and you object, it is uncertain whether she can take the kids with her to Nevada. But, in most cases, if it is a matter of a new or transferred job, (and visitation can be worked out), then the relocation of the children is often approved by the court.
