Joint Legal Custody and signing image release forms

I am asking this for my wife, so thanks in advance!

Custody of my stepson is JOint Legal Custody between mother and father. The child lives with us.

Can one parent sign a release form for a minor child in order to have pictures of the minor appear in a publication, or does it take both parents to agree and sign a release form?
