lack of visitation

NCP was granted standard visitation, but has not utilized it in almost a year. Now he is wanting visitation, do I have to give it to him? His current spouse has a drug problem, and had her children removed by DCFS(she has them back now)

If the "NCP" has Court Odered visitation or custody rights, they are just that, "rights", not "duties". You must comply with the Court Order. You may choose to go back to Court and attempt to modify the terms of the existing Order under certain circumstances. I would advise you to consult with an attorney.
