Legal Question in Family Law in Missouri

I live in Missouri. Dad was given Sole legal custody for purposes of using his address for education purposes and we both have Joint physical custody. Both parents are authorized to make major decisions and both parents have to notify one another when transporting the minor child (who is 5 years old), across state lines. The order states that we must give where the child will be and a means to contact the minor child. Dad has been transporting the minor child to Illinois and also allowing his girlfriend to do such. Is this illegal?
