is mediation after a court case was dropped by participating party binding?

Generally mediation is an effort to see if the parties might resolve there differences to a point that each side will live with. The suggestions made by a mediator are not binding authority as to how the dispute must be resolved. If the parties do not enter into a binding agreement, either side may be able to litigate the case, if they are unsatisfied with what mediation produced.
It is common for parties to make a binding agreement after mediation. It is that agreement that would be binding, not the mediation itself.
