Unless you are scheduled to move back ti Missouri soon, it is unlikely that you will be able to keep teh mother from moving with the children to another state for better work or to be closer to loved ones. That is, unless you can demonstrate an imminent or likely harm to the chidlren. You get some protections for being an active duty serviceman. But, those protection usually do not allow you to dictate your ex's state of residence, while you are out of the country. You might check with other private counsel or one through your home base, to see, if there might facts specific to yrou case that changes this assessment.
Good luck.
