Legal Question in Family Law in Missouri

In Missouri, parents of 2 children are not married, but been cohabitating for about 15 years. Can the mother leave and take the children out of state without any legal consequences from the father?

Does the father have any court ordered rights concerning the children? If not, then the mother can do whatever she pleases. Perhaps the father should get his legal rights determined and ordered by the court before the mother disappears with the children.
