Can a mother with a restraining order for her child against the father, with no custody agreement in place, lagally leave the state of Missouri.

The issue with moves is generally with notice to the other parent. Courts know that people change jobs or otherwise needs to move. The parent is seldom forbidden from moving. To be able to move a child with them, they must give the other parent adequate notice if the move, so that other parent can have an opportunity to contest the move of the child.
