moving child out of state

Does a mother have to have the fathers permission to move out of state if she has prime custody?? Would that be considered parental kiddnapping?? the mother is wanting to move to TX, the father was ok with it, but on the day of the move he changes his mind. The father also has a warrent out for his arrest, not sure that matters.

In Missouri we have a Relocation Statute that should be complied with by any custodial parent wishing to move with the child. If you have already moved with the child you may already be in violaton of the existing Court Order and you may be subject to a Motion for Contempt as well as other legal action against you. The fact that the father has an outstanding warrant is not relevant to the topic of relocation.
