Legal Question in Family Law in Missouri

I just need a opinion

A mother is keeping her son away from his father her living is unstable and the father has a stable home a career not just a job, he has taken a blood test and signed the birthcertificate. He pays for the daycare because she cant afford it, provides for him and pays her child support, what rights do he have to see or get custodity for his son?

The father will need to file a Petition in cour to obtain any rights concernign the child at all. I handle these cases all of the time and have been doing so for over thirty years. Please feel free to have the father call me for a consultation.
