Outstanding debt owed to ex-husband
can he charge me interest on a outstanding debt the court ordered me to pay. I have been making payments on a regular basis but everytime I piss him off he files a garnishment on my savings account that shows interest.

If the court ordered you to pay a specific amount, and you have been making partial payments each month, then the debt is accruing interest each day. If the judge ordered you to pay so much each month, and you have been paying that amount each month, then no interest should be due.
