I am owed over 13,000.00 in back child support and a garnishment has been issued and the employer is still not taking the payments.What do I do now?

You may need to hire counsel to take over the collection of the past due support. It is imposible to accurately "guess" why the wage garnishment is not garnering any funds. You may email me if you need a referral.
