if both parents sign an noterize gaurdianship to grandparents what attorney to i need to fill. if teen agers are in state custody but living with grandparents

There is a statute in Missouri which provides for a parent or parents to sign a Power of Attorney authorizing another person such as a grandparent or grandparents to take care of a child or children, but the Power of Attorney must comply with the statute and is only effective for one year. The parent(s) can do another one each year if they so desire. A "guardianship" is a completely different process which requires the parties to go to
Court to get a Judgment determining that a guardianship is needed and appointing the guardians for the child or children. Either way, with something this important, you should counsult with an attorney.
You posting is abit confusing. If the child is in State custody, there is little appoinment a parent can make, They can suggest who the kid stays with, but it is up to the state to determione temporary custody, once they get lawful custody, If this or Mr. Nack's response do not answer your questions, perhaps you could reword your explanation of the facts and your question in a new posting,
