Legal Question in Family Law in Missouri

This person has her 3 children with her and she takes them with her to steal from a mall. She gets caught by the store manager and runs out of the store with her children. The store manager has the police try to catch her. She runs from the police in her car down the highway about 5 miles with her children in her car. She stops because they put stop sticks out. She has also hit her daughter before in her eye and swelled it up. I intend to call child abuse hotline on her. She has this pending case regarding endangering her children when she ran from the police with them in the car. She also has a child who just had 2 heart surgeries. He is only 3 months old and will need another surgery in about 3 years. Should she have these children. What can be done about her behavior?
