How is it posible for an exwife to garnish her exhusband's wages for past medical bills (regarding to the children) without any type of notice to the exhusband?

If there is ajudgmetn, then the judgmetn credtior may move to hav ethe debtor's wages garnished. They must give notice five days after the garnishment is served upon the employer. If the debt is for chidl support, then the state may set up the wage garnsihemtn for hte agreived parent sometimes without giving prior notice to the employee parent.
