How do I go about pressing charges against my ex who refuses to pay child support, as indicated in the Parenting Plan and divorce decree?

Well, I wouldn't call it "pressing charges" unless you are talking about trying to have her arrested and charged with criminal non-support by the prosecuting attorney. If that is what you mean, call the prosecutor's office in the county where the child support judgment was entered. However, you may really be asking: "What can I do about this?" If so, there may be an alternative to seeking criminal prosecution. You could consider filing a Motion for Contempt in the Court that issued the child support Order. Your ex will be required to appear personally in Court to explain to the Judge why she has not complied with the Judge's Order.
