Legal Question in Family Law in Missouri

I received notification in October of 2012 my from Human Resources department that they were in receipt of a request to freeze my retirement funds and asking for modal law regarding QDRO's. The QDRO was to be created to divide the retirement as part of a settlement agreement. The QDRO attorney referenced in the divorce settlement agreement advised my HR department in October of 2012 she was going to "farm-out" the QDRO to a more experienced divorce attorney. My ex has TSP and US Govt retirement plans, mine is ERISA. (defined benefits & defined contribution)

How long should it take to have a response regarding the division of funds? Will I be informed when it's done? My divorce attorney says he will handle this info for $750 retainer. Is that legal? Shouldn�t he have some responsibility to provide me with info on this on-going legal process? If not, how will I ever get the info? The QDRO attorney does not respond to my emails.
