signing over rights

the father of my sign said he would sign over rights and want to know if i can type it up and get it noterized and send to him and have him sign and it would still mean he signed his rights over

The procedure you described would have no legal effect whatsoever. Only a court can legally effect parental rights. Hire an attorney.
