my son who is 19 and the baby mother is 16 they both decided that my son would be takeing the baby to joplin mo to live with the understanding she would arrive at a later date but we receive message she isnt comeing they both decided that liveing in West virgina was to be unsafe due to happeningm already but know she just want the father to bring baby back what do we do she freely gave the baby due to safety reasons

From the language you use, it would appear that your son was not married to the mother of his child. So, if that is true, you son has no legal rights to the child whatsoever. He needs to file a petition asking a court to determine his legal rights concerning this child.
