Legal Question in Family Law in Missouri

My son's biological father has left the state in which we reside, has never paid the court mandated child support, and quit paying for his health insurance 9 months ago. How can I file for abdonment so that my husband can adopt my son?

You can raise the facts you described as support for your Motion to terminate the biological father's parental rights., that would be required for your husband to adopt the children.

You have to file a step parent adoption. It will take care of both at the same time.
