My stepson has a 10 yr. Green card. Currently living with grand parents in Philippines. Can I adopt him here in USA. Without him. Here. He is 5yo. His mother is here now. Also on 10 year. Green card

Unless his father's parental rights have been dealt with, you will not be able to adopt him here.
