I am wanting to know if it is difficult for a stepfather to legally adopt their stepchild when the biological father has been absent for more than 2-3 years.

Difficult is a relative measure. If the biological father's parental rights have not been terminated, and he opposes the adoption, the process can be tough and lengthy, But, if the biological fatehr consents, and mother and stepfather remain married during the process, it can go quickly. A Guardian Ad Litem will be appointed for the child in either case. Their findings can go a long way toward slowing or speeding the process.
