wife received gift( rings, cash) at the time of wedding from parents. Can the husband can do the affidavit

Of agreeing the same in year 2015,even if the marriage was in the year 1999. Or it should be done in the same year of marriage(1999). What is the time limit in state of Missouri. to draft and affidavit
